Pinasasampahan ng kasong kriminal sina dating Pangulong Noynoy Aquino, dating Health Secretary Janet Garin, dating Budget Secretary Butch Abad at iba pang opisyal dahil sa pagbili ng Dengvaxia vaccine at pagpapabakuna sa mahigit 800,000 bata.
Nakapaloob ang rekomendasyong ito sa Chairman’s report ng Senate Blue Ribbon Committee na nag-imbestiga sa Dengvaxia controversy.
Ayon kay Senador Richard Gordon, chairman ng Komite, maraming dapat panagutan si Aquino lalo na ang paggamit sa 3.5 billion pesos na mula sa savings ng pamahalaan kahit walang basbas ng Kongreso.
Naging malinaw rin anya sa imbestigasyon ng Senado na minadali ang pagbili ng Dengvaxia sa panahon ng eleksyon at binalewala ang lahat ng pagtutol at babala na mula sa mga local at international experts.
Aquino, Garin, Abad, & other officials are primary conspirators and must be held criminally liable because, as succinctly put by the old Spanish legal maxim “El que es causa de la causa, es causa del mal causado” -he who is the cause of the cause, is the cause of the evil caused.

The committee recommended charges to be filed against former President Benigno S. Aquino III, Former Secretary of Health Janette L. Garin, Former Secretary Florencio Abad, Dr. Julius Lecciones of PCMC, and other officials for violation of the Anti-graft and Corrupt Practices Act.
