Ibinunyag ni Justice Secretary ang halos 9 bilyong pisong scam sa pagbabayad ng right of way sa General Santos City noong panahon ng Aquino administration.
Ayon kay Aguirre, dalawang buwan na ang nakakaraan nang lumapit sa kanya ang isang testigo na mayroong hawak na mga dokumento hinggil sa mga pekeng right of way na binayaran ng pamahalaan.
Sinabi ni Aguirre na posibleng masabit sa mga makakasuhan sina dating Department of Public Works and Highways o DPWH Secretary Rogelio Singson dahil siya ang nag-request ng pambayad sa right of way at si dating Budget Secretary Butch Abad dahil siya ang nag-release ng pera.
“Our witness further revealed that Mr. Nelson Ty, the financier of the group is a close relative of Domingo Lee, Philippine Ambassador to China and is supposedly close to former President Benigno Aquino III, I was also informed that for the syndicate to accomplish this apparently criminal acts, several public officials from DPWH, BIR, the City Assessors Office of General Santos, The Registry of Deeds, the Commission on Audit or COA, and the regional trial courts have been identified by the said witness as having participated in the processing, approval and eventual release of payments to cover this dubious claims.” Pahayag ni Aguirre
