Isiniwalat ni Senador Panfilo Lacson ang pag-iral ng umano’y mafia o sindikato ng mga smuggler sa BOC o Bureau of Customs.
Idinetalye ng senador sa kaniyang privilege speech kung paano umaandar ang sistema ng tara o payola sa loob ng Aduana.
Sa katunayan, ibinunyag din ni Lacson ang pagtanggap umano ng nagbitiw na Customs Chief na si Nicanor Faeldon ng 100 milyong piso bilang pasalubong umano sa mga umuupong pinuno ng Customs.
Dahil dito, iginiit ni Lacson na kung wala talagang kinalaman si Faeldon sa nangyayaring katiwalian at anomalya sa kaniyang nasasakupan, dapat noon pa nito sinimulan ang paglilinis sa BOC.
As the head of the Bureau, with the backing of no less than the President of the Republic of the Philippines, Commissioner Faeldon should have started the cleansing in the bureau by eliminating what has been corrupting the agency for so long, the ‘tara system’.
Unfortunately, instead of going against the system, siya ang kinain ng sistema, thereby effectively tolerating and even promoting the impunity of corruption.
Kasunod nito, nagpahayag din ng diskumpiyansa si Lacson sa pamumuno ni Pangulong Rodrigo Duterte dahil sa hindi matapus-tapos na korapsyon sa pamahalaan partikular na sa Customs.
And just like taking illegal drugs, they find themselves addicted to bribes in exchange for favors. Tuloy ang ligaya ng mga corrupt. Indeed, loose morals will blur lines.
How can we stop the importation of illegal drugs at the Bureau of Customs if the graft activities of its officials and personnel and the corrupt system persist in the seeports and airports?
The issue at hand would have never happened if there was no collusion by someone with somebody from the inside, whether it is a middle – level official of the Bureau or all the way up.

Inilantad na ni Senador Panfilo Lacson sa kaniyang privilege speech ang mahabang listahan ng mga di umano’y nakinabang sa tara o payola sa Bureau of Customs.
Maliban sa mga opisyal ng Bureau of Customs sa pangunguna ni customs Chief Nicanor Faeldon, may mga pribadong indibidwal ding kasama sa listahan ng senador na tumatanggap ng tara o payola.
Kabilang din sina Deputy Commissioner Teddy Raval ng Intelligence Group; Deputy Commissioner Ariel Nepomuceno ng Enforcement Group; Deputy Commissioner Gerardo Gambala ng Command Center at Deputy Commissioner Natalio C. Ecarma III ng Revenue Collection Monitoring Group.
Gayundin sina Deputy Commissioner Edward James Dy Buco ng Assessment and Operations Coordination Group; Director Neil Estrella ng Customs Intelligence and Investigation Service na kasama umano ng isang Chris Bolastig sa pangongolekta para sa tanggapan ng commissioner.
Dawit din sa nasabing listahan sina Intellectual Property Rights Division Chief Atty. Zsae de Guzman; Atty. Larribert Hilario ng Risk Management Office at OIC Chief ng Intelligence Division na si Joel Pinawin na isa sa mga kumokolekta naman umano para kay Estrella.
Kasama rin sa naturang listahan sina Director Milo Maestrecampo ng Import and Assessment Service; Atty. Grace Malabed, Acting Chief ng Account Management Office at Atty. Alvin H. Ebreo, direktor ng legal service sa ilalim ng Revenue Collection Monitoring Group.

Inisa-isa ni Senador Panfilo Lacson ang mga nagbibigay naman ng suhol sa mga opisyal ng Bureau of Customs para makalusot ang kanilang mga shipment sa pantalan ng Maynila.
