Kaugnay ito ng umano’y anomalya sa pagbili at paggamit ng nasa 3.5 bilyong piso na halaga ng dengvaxia vaccine.
Ayon kay VACC General Counsel Ferdinand Topacio, lumabas sa mga nakaraang pagdinig na aprubado ni dating Pangulong Aquino ang pagpapalabas ng pondo ni dating Budget Secretary Abad para sa dengvaxia kahit hindi ito kabilang sa general at supplemental budget.
Nangyari din aniya ito matapos na dalawang beses na makipagpulong si Aquino sa mga opisyal ng Sanofi Pasteur, ang manufacturer ng dengvaxia.
Dagdag ni Topacio, pinagtibay pa aniya ito ng pahayag ni dating Food and Drug Administration (FDA) Chief Kenneth Hartigan Go na ang programa ay politically motivated.

With all due respect to Atty. Topacio, he comes around in all kinds of charges, I have not heard him say anything about the issue of Sanofi committed a discretion, etc.
He is not a resource person.
